NTT DATA, a global leader in AI, digital business and technology services, announced that Horace Blackman has been appointed as the new leader of NTT DATA’s Federal business. As a recognized IT leader, Blackman brings more than two decades of experience driving digital transformation, modernizing mission‑critical systems and advancing strategic growth across the marketplace.
Most recently, Blackman served as Senior Vice President and Business Unit Leader at CGI Federal, where he led the Defense, Intelligence and Space Business Unit and oversaw strategy development and the delivery of advanced IT solutions to national security clients.

Across his career, Blackman has held leadership roles at the U.S. Department of Veterans Affairs—where he helped modernize health care and benefits delivery—as well as Leidos, Lockheed Martin and Edifecs. His experience spans both public and private sectors, including early work advancing digital services and enterprise modernization efforts.

Blackman is widely recognized for his impact on federal IT transformation. He is a Federal Computer Week Federal 100 Award recipient and a three‑time FedHealthIT100 honoree. In addition, he serves in governance and community leadership roles, including his appointment to the George Mason University Board of Visitors, where he formerly served as Rector.
